COIN failed to deter Taliban

relentlessly gloomy outlook of a gathering of Afghanistan hands who met last week at London’s Frontline Club to debate the cantankerous question: “Counterinsurgency and the War on Terror: Doomed to Fail?”
Not that there was much debate. Almost everyone agreed that counterinsurgency (COIN) had already failed in Afghanistan, and the remainder of the 90-minute session was devoted to analyzing why.

As neighbors compared notes, they found levels and notices were “all over the place”
